Call for tender for a consultant to support BirdLife Europe and Central Asia’s policy team on nature-related policies

INTRODUCTION

BirdLife International is a global Partnership of autonomous, national non-governmental conservation organisations, with a large grassroots membership, in 124 countries and territories. BirdLife works together as a Partnership to conserve wild birds, their habitats and global biodiversity, by working with people towards sustainability in the use of natural resources. BirdLife is the global authority on the status of bird species, has unparalleled technical expertise in bird and biodiversity assessment, and provides a global outreach through its national Partners and decentralised Secretariat.

Stichting BirdLife Europe (BirdLife Europe and Central Asia) is the regional division of BirdLife International, and is one of the six BirdLife regional offices around the world. It is composed of an international team of permanent staff working on conservation, capacity building, policy, management, finance, fundraising, advocacy, science, communication, marketing and administration. BirdLife Europe supports the European and Central Asia Partnership of BirdLife International, which consists of 46 independent, grassroots Civil Society Organisations, governed by a democratic programme.

Our scientific collaboration aims to influence the EU and other regional policy frameworks, advocating policies that not only conserve but restore nature. We have a track record of constructive cooperation with a wide range of stakeholders and regularly engage with EU institutions and international conventions in the region. The strength of our advocacy lies in our partnership, data collection and scientific analysis to inform policy makers on current issues related to all aspects of our changing nature. By supporting and coordinating our partners in their national advocacy strategies, BirdLife also contributes to the effective implementation of global and European policies at national level and engages in the full policy cycle.

BirdLife Europe is looking for a consultant to support the policy team on an ad-hoc basis, working specifically with partners to guide them in their work. BirdLife Europe is looking for someone with an in-depth knowledge of environmental challenges and bird conservation, an interest in European politics and a personal commitment to tackling the nature and climate crisis.

OVERALL PURPOSE OF THE JOB

Stichting BirdLife Europe is looking for a consultant to provide on demand support the ECA policy team in coordinating work at Brussels level and advocacy at national level around European and global nature policies, and their implementation, with specific expertise in the field of bird conservation. In particular, the consultant will support interested BirdLife Partners at national level on specific issues related to BirdLife priorities.

The consultant should be available on demand, on a flexible manner, during the duration of the contract that will last for a period of one year, with the possibility of renewal.

TASKS

  • Provide expertise to support BirdLife Europe’s work on global and EU nature related policies. The consultant will provide specific support to BirdLife Partners at national level, where relevant and linked to BirdLife priorities.
  • Support the Policy Manager and Policy Team in the advocacy and implementation of nature conservation policies in the EU and Member States; support the development of BirdLife positions and technical briefings related to nature policy at EU level for the EU institutions;
  • Support the delivery of projects managed by the policy team in relation to nature policy;
  • Support BirdLife Europe in producing relevant information on positions, activities and strategies.
  • Support BirdLife Europe in its participation in EU technical committees, working groups and other forums related to nature conservation.

QUALIFICATIONS REQUIRED

  • Relevant academic degree, with degrees in Environmental Sciences and Biology particularly relevant (additional work experience may be accepted in lieu of this);
  • Minimum 5 years of relevant experience with nature and conservation policy advocacy and implementation, at EU and at regional European and Central Asian level
  • Relevant experience linked to species conservation
  • Prior experience with the BirdLife partnership is an advantage.
  • Experience on the implementation of nature conservation policies at national level an advantage
  • Have a sound grasp of the operation of EU institutions, and relevant Environmental International Agreements
  • Ability to understand and present, in written and oral form, policy documents
  • Have excellent communications skills;
  • Speak and write English fluently. Other European or Central Asian languages are considered an asset.

BIRDLIFE OFFERS

BirdLife may provide a maximum of €20,000 (excluding VAT) for the first year of the above consultancy, which may be used by the consultant on an ad hoc basis according to the number of days actually worked, depending on BirdLife’s needs and in accordance with a framework contract established between the parties. Any tender received which does not comply with the upper limit will be automatically excluded from the evaluation procedure.

The price for the tender must be quoted in Euros. Tenderers from countries outside the euro zone have to quote their prices in euro. The price quoted may not be revised in line with exchange rate movements. It is for the tenderer to assume the risks or the benefits deriving from any variation.

Prospective consultants are invited to submit proposals before 9 August 2024, 12:00 CET.

  • Number of person-days they would be ready to provide over a 12-month period.
  • Relevant skills/experience of the person who will actually provide the service;
  • Daily rate, excluding VAT
  • Commitment to pursue the above objectives, specifying flexibility for the duration of the project and availability for a possible second year of engagement (subject to funding);
  • Willingness to travel in Europe and Central Asia for specific meetings.
  • Date on which the consultant could start.
