Finance & Administration Officer – CEPF Guinean RIT

 
BirdLife International is seeking to recruit an enthusiastic and experienced individual for the position of Finance and Administration Officer. The main responsibility will be to provide financial management and administrative support towards the successful implementation of the Critical Ecosystem Partnership Fund (CEPF)’s Guinean Forest of West Africa Biodiversity Hotspot Regional Implementation Team (GUINEAN FOREST RIT).
 
Responsibilities:
1. Support financial management and successful implementation of the RIT 
o Implement all agreed project finance management procedures (to comply with both BirdLife and CEPF requirements)
o Prepare quarterly financial project reports to CEPF, with support from the GUINEAN FOREST RIT Team Leader, Small Grants Manager and the BirdLife Finance/Admin Manager
o Support/facilitate the purchase of project equipment
o Support the calls for proposals, processing and reviews of small grants (esp. financial risk assessments, disbursements and financial reports) in relation to CEPF finance and administrative procedures
o Ensure all project implementers produce detailed project budgets and reports/accounts 
o Support contracting and disbursement of small grants
o Lead the review of grantees' financial reports (with support from the GUINEAN FOREST RIT Small Grants Manager and Team Leader)
o Assist with the preparation of periodic budgets and cashflows of the project
o Support external audit process of the project
o Management of Petty Cash
 
2. Administrative Support
o Provide administrative support for staff in Accra Office including recruitment, induction, medical insurance, pensions and contracts preparations
o Follow up on staff contracts and ensure they are up to date
o Ensure timesheets for RIT staff are produced, approved and filled appropriately
o Ensure policies and procedures are followed as per the BirdLife staff handbook and that all employment policies follow current local labour laws and regulations
o Ensure compliance of the BirdLife office with all government directives pertaining to NGOs in the country
o Handle the processing of work permits for expatriate staff
o Support the organisation of conferences, workshops and meetings
o Co-ordinate travel arrangements and related matters for project staff
o Ensure all project assets are updated and insured
o Provide  IT support within the office in liaison IT Team in Cambridge
3. Others:
o Support the capture of project transactions within the BirdLife Financial management systems and ensure effective filing of evidence
o Support preparation of financial information and availing of materials for BirdLife and project specific audits 
o Preparation and provision of timely financial accounts to the Finance Manager in Accra
o Process payments and undertake reconciliations and ensure salaries and other payments are done on time
o Contribute to the preparation of quarterly budgets for cash flow requests 
o Timely filing of all statutory returns and associated payments
 
 
 
Required skills, experience and qualifications:  
• Basic university degree in commerce or finance; CPA, ACCA level 3 or higher
• In-depth experience with Excel spreadsheets
• Proven track record
• Essential: High motivation, desire to achieve; attention to detail, excellent organisational skills, and ability to work to high standards with tight deadlines. Team worker willing to train and coach grantees
• Excellent written and oral communication skills
• Ability to analyse complex problems, and generate creative and pragmatic solutions
• Flexibility and ability to work independently
• Computer literacy in all standard Microsoft office applications – especially Excel
• Oral and written fluency in English, knowledge of French will be an added advantage
• Willingness to travel at short notice when required (e.g. for monitoring/ training purposes)

Salary & benefits:
Commensurate with experience and qualifications and in accordance with BirdLife International, Africa Division terms and conditions. 
• Gross monthly salary: USD 1500 – 1900
• Length/duration of this position: 1 year (renewable)
• Working hours: Full time 40 hours per week
• Date when the job expected to start: 15 June 2020
