Consultancy - Developing Country and Donor Profiles in the Energy Sector in Africa

BirdLife International seeks to hire a consultant on short-time basis to support the developing of country and Donor profiles in the Energy Sector in Africa. Energy demands in Africa are on the rise also as more people in the continent get educated and strive to increase employment opportunities. The net effect, with guaranteed returns on investment, is the emergence of many power generation and transmission projects and expansion of existing ones across the continent. With energy sector expansion, birds and other taxa such as bats are at a greater risk now more than ever before. Their lives are threatened by collisions with energy infrastructure, electrocution, and degradation or destruction of their habitats by energy projects. The negative interactions also bring about business and reputational losses to the power companies. BirdLife is being pro-active in averting the imminent problems.  
 
With proper sector mainstreaming and continued advocacy to ensure application of best practices, negative effects of energy sector development can be mitigated against, leading to a win-win situation for both the energy and conservation sectors.  
 
OVERALL PURPOSE OF THE CONSULTANCY:
• To provide desk-based research and technical support in compiling information on countries and development & funding institutions regarding the energy sector in Africa with a focus on:
  o renewable energy sub-sector
  o power transmission and distribution infrastructure
 
MAIN ROLES AND ACTIVITIES:
• Familiarize with the energy subject in the context of birds conservation and BirdLife;
• Conduct online search and compile information for a set of priority countries and regional economic blocks on their national/regional development strategies, programmes projects in the energy sector;
• Compile information for a set of priority agencies, funding institutions including bilaterals investing in the sector development in the identified countries. 
• Compile information about donor organizations, governments and others involved in funding work on energy and environmental sectors including climate change;
• Where needed, participate in relevant or/and initiate consultation meetings with relevant people or organizations to discuss and gather information on the subject;
• Develop technical report and other knowledge products from the research;
 
EXPECTED OUTPUTS
• A report profiling countries and their energy sector development in Africa: key focus will be country sector strategies, plans, programmes, projects and how energy sector development is funded (through internal and external resources), complete with reference material and website links, projects funded and opportunities for funding identified  
• A report profiling funding institutions, their investment plans/strategies/programmes and projects, details of their investment portfolio in the sector, technologies or subsectors funded, countries where they invest plus details of their environmental standards guiding their investments in the sector 
• A summary table populated with information about donor organizations involved in funding work on energy-environment sectors and energy-climate change, funding opportunities identified and key contacts 
 
ELIGIBILITY REQUIREMENTS FOR THIS POSITION ARE:
• BSc (preferably MSc) in environmental or biological science, or related degree;
• A good working knowledge of MS Word application and use of search engines for online research; 
• Fluency in written and spoken English;
• Has demonstrable interest and basic  knowledge  on birds and their ecology; 
• Excellent writing and verbal communication skills;
• Confidence, self-driven, pro-active and pragmatic.
