Finance and Administration Officer, CEPF EAM RIT Project

 
BirdLife International is seeking to recruit an enthusiastic and experienced individual for the position of Finance and Administration Officer.  The main responsibility of the individual will be to support the Critical Ecosystem Partnership Fund (CEPF)’s Eastern Afromontane Hotspot Regional Implementation Team (EAM RIT) based in Kigali, Rwanda with:
Financial management of the Kigali office and the projects it is managing
Administrative management of the Kigali office and the projects it is managing
 
The general duties include but are not limited to:
• Manage the office petty cash 
• Manage the assets register
• Prepare, document and file all payment forms and supporting documentation according to relevant procedures
• Support all procurement processes following appropriate BirdLife/donor guidelines
• Support travel arrangements of staff (flights, taxis, accommodation, advances, visas etc.)
• Manage the contracts and timely payments of suppliers (rent, telephone, internet, cleaning services etc.)
• Enter all office and project expenses into the BirdLife accounting system
• Prepare monthly accounts and financial reports to BirdLife management
• Prepare all relevant financial reports to donors
• Support the monthly payroll
• Ensure compliance with all obligatory payments such as taxes, medical insurance, social services, etc. in Rwanda
 
The required qualifications and skills are:
• Basic University degree in commerce or finance 
• CPA level 3 or higher
• In-depth experience with Excel spreadsheets
• Knowledge of compliance regulations for international NGOs in Rwanda
• At least 3 years of experience in applying administrative and financial procedures through progressive work in finance, project management and administration
• High motivation, desire to achieve; attention to detail, excellent organisational skills, and ability to work to high standards with tight deadlines. Team worker who can multitask; who is flexible and can work independently 
• Excellent written and oral communication skills
• Computer literacy in all standard Microsoft Office applications – including Excel
• Oral and written fluency in English and French (Kinyarwanda and Kiswahili an asset)
• Willingness to travel within East Africa
• Knowledge of grants management / working with NGOs will be an additional advantage

Location: The position will be based in Kigali Rwanda. Preference is therefore for residents of Rwanda and those who have permission to work in Rwanda. 
Duration: 1 year with possibility of extension 
Salary and Benefits: A gross monthly salary of USD 1400 – 1600 (including taxes) depending on experience and qualifications.
