Consultant - Developing a Business Plan for BirdLife Conservation Strategy West Africa 

 
Period: 8 days spread over four months (March-June 2018)
 
Terms of Reference
 
BirdLife is the largest global partnership of 121 conservation NGOs that strives to conserve birds, their habitats and global biodiversity, working with people towards sustainability in the use of natural resources. BirdLife has 25 Partners 
 
BirdLife intends to develop a 10-year biodiversity conservation strategy for West Africa. The purpose of the business plan is to serve as a decision making tool and provide a roadmap that summarizes the operational and financial objectives of BirdLife conservation strategy for West Africa and to mitigate odds of failure. 
 
BirdLife International is hiring a consultant that will support and facilitate the development of a Business Plan for BirdLife Conservation Strategy West Africa within a period of 4 months commencing in March 2018. Taking into account BirdLife’s global strategy and conservation programmes’ priorities, and on-going and planned conservation interventions in West Africa, the consultant shall draft a business plan for West Africa, with emphasis on the Regional Partnership for Coastal and Marine conservation in Western Africa (PRCM) region. 
 
The business plan should include, but not limited to the following elements:
1. Develop detailed plan and budget showing how BirdLife’s conservation strategy for West Africa will be realized
2. Prepare a fundraising plan to implement the conservation strategy.
3. Describe key partnership and political context that will facilitate achievement of the strategy.
4. Review and recommend appropriate long term, sustainable finance mechanisms for biodiversity conservation in the region. 
 
Expected outputs: a business plan document that includes, inter alia: strategy summary, detailed 10-year budget, milestones, responsibilities and metrics (quantifiable deliverables that can be tracked).

e. MAVA Foundation Outcome Action Plans for West Africa
f. BirdLife Africa policy advocacy strategy
