- Recommendation on Natura 2000 designation: Despite recently announced closure by the EC of the case about insufficient designation of SPAs, all proposed areas with significant protection gaps (at least 200 ha) must be included in Natura 2000 network. At least three out of the four IBAs with at least 200 ha discrepancy from the Natura 2000 network should be protected by 2014.
- Recommendation on Natura 2000 management: Elaboration of the national site management plans for all sites identified as IBAs should be completed, and the existing plans implemented more efficiently by national and EU funding means. By 2014 management plans should be ready for at least 90% of all IBAs, and receiving improved support by the state or EU funding aids.
- Recommendation on Natura 2000 financing: Support for implementing the planned management and monitoring activities for SPAs should be given a clear priority. At least 15 IBAs/SPAs receiving adequate support for management and monitoring needs for their priority bird species.
- Recommendation on threats from forestry sector: Spring ban of forestry operations including road building should be enforced. General ban on cutting of forests during April-June effective on at least 50% of the spatial and temporal scale by 2014.
