• Recommendation on Natura 2000 designation: Achieve complete coverage of Natura 2000-network following recommendations of the shadow list by the ‘Umweltdachverband’. At least 55 SCIs and SPAs from the shadow list must be designated or enlarged

• Recommendation on Natura 2000 management: All Natura 2000-sites should have a high quality Management Plan. A network of area managers (Gebietsbetreuer) should be installed in the federal states currently lacking them.

• Recommendation on Natura 2000 financing: All Natura 2000-sites should receive enough funding to implement management plans. Budgets for Natura 2000-Implementation should be doubled.

• Recommendation on species protection: Species protection projects should be developed and implemented for all critically endangered species and for a selection of endangered species. A comprehensive national plan for species protection priorities should be developed.

• Recommendation on degradation of protected areas: Projects to reverse the degradation of protected areas should be developed and funding for their implementation must e allocated. The state of protected areas must be fully assessed, with results used for the development of a strategy and measures to stop their degradation.
