There was significant delay in the legal transposition at the Federal level, additional delays in the designation of sites by the 16 German Regions, causing several infringement procedures against Germany. Today 11 % of Germany’s terrestrial area has been designated as SPA and 9 % as SCI. There are a number of Important Bird Areas that have not been designated as SPAs, and it is a problem for the effectiveness of the network that many sites are very small.[1] |

Some progress has been made with the preparation of management plans; however, in most German regions only few Natura 2000 sites have management plans. The quality is very diverse and most management plans are not legally binding. |

Natura 2000 is severely underfunded in Germany. Estimated costs are 620 mill. EUR. annually and it is a great problem that only very scarce data exist about current spending, mainly due to reluctance of responsible regional governments to disclose data. Some regions have a lot of experience in using rural development funds for Natura 2000, in some also LIFE projects have been quite successfully used. There is a lack of progress regarding the preparation of Natura 2000 Prioritised Action Frameworks. |
