BirdLifes’s key asks for the EU Budget reform 2014-2020


  1. Introduce robust biodiversity proofing mechanisms into all relevant funds, with a view to eliminate harmful EU subsidies;
  2. Introduce a 10% biodiversity mainstreaming target into the EU budget combined with a biodiversity tracking mechanism;
  3. Ensure sufficient binding minimum spending requirements for biodiversity and Natura 2000 in all relevant funds;
  4. Allocate 1% of the EU budget to LIFE, ensuring that 1 billion EUR is available annually to biodiversity measures through this fund and 20% of Natura 2000 costs are covered
  5. Increase the funding for Rural Development to 50% of total agricultural spending;
  6. Ensure that the EU does not subsidise an increase of capacity of the European fishing fleet, and instead shifts subsidies towards enhancing marine ecosystems.
  7. Ensure sufficient funding is available to implement BEST, including opening LIFE to OCTs
  8. Track financing of international commitments, especially CBD commitments
